Creating A New Prospect of the Promotion of International Trade for the New Era

President Xi Jinping’s report at 19th CPC National Congress indicates that China will make new ground in pursuing opening up on all fronts. During the past five years, the CCPIT (China Council for the Promotion of International Trade) has remained committed to implementing Party Central Committee’s decisions and plans with Xi Jinping at its core, promoting the transformation and upgrading of trade promotion work, and realized a huge leap from quantitative change to qualitative change.Consequently, we function as a vital link for the party and government to liaise with people, enterprises and organizations in economic and trade circles, as an essential bridge by which domestic and foreign business communities can conduct economic and trade exchanges and cooperation with each other, and as a significant force in advancing the country’s open economy and external work. The opening-up strategy of socialism with Chinese characteristics in the new area means new opportunities and requirements for trade promotion work,so the cause of China’s trade promotion stands at a new historical starting point once again. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we must fully implement the 19th CPC National Congress’ spirit,and initiate a steady and new stage in trade promotion. That is how we can make due contributions to the great cause of socialism with Chinese characteristics.

Achievements in trade promotion over the past five years

Since the beginning of the 18th CPC National Congress, under the strong leadership of the Central Committee of the Communist Party of China with Xi Jinping at its core, the CCPIT has followed the requirements of the Party Central Committee and the State Council to speed up reform and development. We have made continuous efforts to amplify functions,focusing on providing better services for overall plan, enterprises, and society.Ultimately, we gradually develop into an important force in China’s foreign economic and trade undertakings.

We have successfully organized a series of major economic and trade activities, playing a unique role in fully advancing major country diplomacy with Chinese characteristics. Following the central committee’s unified arrangement,we have hosted hundreds of major economic and trade events attended by Chinese and foreign leaders, which fulfilled the goal of creating enabling atmosphere, propagating policies, advocating national image,promoting exchange and cooperation.This has had positive and comprehensive effects on political and economic fronts.In conjunction with the major home field diplomatic activities, we have carefully prepared the 2014 APEC CEO Summit,the 2016 G20 Industry and Commerce Summit and the 2017 BRIC Business Forum, reflecting Chinese characteristics,styles and manners. President Xi Jinping attended the opening ceremonies of the above-mentioned activities and delivered keynote speeches. He introduced Chinese policies and offered Chinese wisdom and approach to improving global economic growth and governance, which is highly valued by the international community.Besides, we have also successfully organized the China Pavilion to participate in the 2015 World Expo in Milan, Italy, and the 2017 Astana Expo in Kazakhstan, which demonstrated a true, three-dimensional and comprehensive image of China. This further strengthens foreign economic and trade cooperation as well as cultural exchanges, promoting China-Italy, China-Kazakhstan comprehensive strategic partnership reaching a new level.

The CCPIT has actively participated in the Belt and Road Initiative, which breaks new ground in pursuing a beneficial situation where shared growth is achieved through discussion and collaboration.Taking the Belt and Road Initiative as the overarching principle, we have given full play to our unique advantages of having extensive external channels and close ties with companies, meticulously organizing and guiding China’s industrial and commercial circles to take part in the initiative. We have formed a “friend circle” which covers the countries along the route by both initiating the Silk Road Business Council and establishing more than 50 bilateral industrial and commercial cooperation mechanisms as well as 8 multilateral regional cooperation mechanisms. We have held a series of exhibitions and forums for countries along the route. Meanwhile, we have also organized large-scale entrepreneurial delegations to visit these countries so that to help Chinese enterprises explore trade investment opportunities. The CCPIT has also assisted overseas economic and trade cooperation zones like the Great Stone (China-Belarus Industrial Park)in investment attraction and project promotion. At the same time, we have also been involved in developing Zhongta Industrial Park, the largest cooperative project between China and Tajikistan. We have worked to provide more convenient trade services by issuing and surrogating more than 11 million certificates for countries along the route, including certificates of origin, commercial certificates and so on. Moreover, we have drawn up and published legal risk reports about nations along the route, handled a large number of arbitration and mediation cases involving parties in those countries and improved intellectual property rights services. This is how we help Chinese companies prevent risks, resolve disputes, and safeguard their own rights and interests.

The CCPIT has deeply engaged in global economic governance so as to turn China’s growing comprehensive national strength into institutional discourse power.To realize this goal, we have organized China’s industrial and commercial circles to participate in multilateral activities such as the APEC CEO Summit, B20 (a major support group for the G20 from industrial and commercial circles), and the BRICS National Industry and Commerce Forum.We have also gotten actively involved in making international economic and trade rules, so that we are able to fully express the industrial and commercial sector’s demands that they want to maintain multilateral trade as the main channel, prefer a more liberal and convenient trade and investment environment, and that they are against protectionism. We have worked harder in international organizations, which is reflected in these aspects: we have taken an active part in institutional matters such as the International Commercial Arbitration Council, the International Maritime Committee, the Asia-Pacific Regional Arbitration Organization and the Asia-Pacific Mediation Association;we have obtained the consultative status in the UN Economic and Social Council,recommending hundreds of business communities’ representatives to work in the International Chamber of Commerce;one cadre in the CCPIT’s affiliate became the first Chinese president in the International Association for the Protection of Intellectual Property during its 100 years’history. Through these efforts, Chinese industrial and commercial circles and government departments achieved a “twowheel drive and effective linkage” model in terms of global economic governance, and they experienced a historic transformation from “an audience” to “an actor”.

The CCPIT will strengthen its sense of responsibility to better serve the party and country’s overall situation.Based on the new historic juncture in China’s development and the two-step strategy, we will always observe and serve the party and country’s overall situation,make plans under the overall context,conduct work following the general trend and take responsibilities in great causes.Taking the Belt and Road Initiative as the overarching goal and the supply-side structural reform as the main thrust, we will make all-round efforts to improve trade promotion work’s quality and efficiency and promote its upgrading process. We must fully implement the following major strategies: ensuring the quality of both export and import,cooperating in international production capacity and equipment manufacturing,and constructing free trade pilot zones.This is how we can pave the road and provide protection for enterprises to carry out foreign economic and trade cooperation, and contributes to build China into a strong trade power. We must work to attract foreign investment and ensure it to develop in a healthy and order way. We will actively offer suggestions to create a stable, fair, transparent, legal and predictable business environment.

Trade promotion in the new era is challenged by new situation,tasks and requirements

It will be a key political task for the whole party and nation to study,propagate and implement the spirit of the 19th CPC National Congress at present and throughout the coming period. We must rally even closer around the Party Central Committee with Xi Jinping at its core, study and implement the spirit of the 19th CPC National Congress in depth. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we must remain true to our original aspiration, keep our mission firmly in mind and forge ahead toward the goal of building a world-class trade and investment promotion agency with full vitality and Chinese characteristics.

The trade promotion work in new era must comply with the new situation.Now the world is undergoing major developments, transformations and adjustments, and the trends of global multi-polarity, economic globalization,IT application, and cultural diversity are surging forward. China’s economy has been transitioning from a phase of rapid growth to a stage of high-quality development,which is a pivotal stage for transforming our growth model, improving our economic structure, and fostering new drivers of growth. This shows that great differences have taken place in both domestic and international environments facing China’s foreign affair, and its development stage,goals and tasks also undergo profound changes. The CCPIT must adhere to a unified domestic and global vision, think and work in a more conscious way that connects home situation with international circumstances. This is how we can fully exploit the two markets, make good use of the two types of resources, and rationally link them so that we can constantly develop new spaces for trade and investment cooperation.

The CCPIT will raise political awareness and consciously use the Thought on Socialism with Chinese Characteristics for a New Era to arm minds and guide practice. We must strengthen our consciousness of the need to maintain political integrity, think in terms of the big-picture, follow core leadership, and keep in alignment. We must have full confidence in the path,theory, system, and culture of socialism with Chinese characteristics. We must closely follow the Central Committee with Xi Jinping at its core, resolutely uphold, support and serve the core.We must develop a good grasp of the Thought on Socialism with Chinese Characteristics for the New Era and fully apply it, make every effort to completely understand it, put it into practice, and transform it into the mighty force for advancing trade promotion work. We must use the Thought to arm ourselves,guide practice and promote work.Moreover, we must take advantage of our wide external work channels,devoting great energy to advocate the 19th CPC National Congress’ spirit and the significance of the Thought on Socialism with Chinese Characteristics for a New Era under the global context,so that to enhance the understanding and recognition from international business communities and improve China’s international influence, ability to inspire,and power to shape.

Guided by the 19th CPC National Congress’ spirit, the CCPlT will strive for a new situation in the new era.

19th CPC National Congress report suggest that socialism with Chinese characteristics has crossed the threshold into a new era, which is a new historic juncture in China’s development. This requires the CCPIT to study in a more profound way, take a broader view and do more practical work so that trade promotion cause in new era gets a new look, makes new accomplishments and writes a new chapter.

The trade promotion work must score new achievements in the new era.Trade and investment promotion agencies are closely connected with domestic and foreign business communities, and we also have extensive communication channels,rich service contents, and diverse working methods. Under the new circumstance, the CCPIT will build on present achievements to work hard to press ahead, and be committed to the philosophy that “status is gained by achievements, and more achievements should be made after the status is gained”. To achieve high-quality development, we must keep on striving with endless energy to amplify function,accelerate transformation and upgrading,improve the quality and efficiency of the stock business and further develop incremental business. We must focus on offering better service to government,enterprises and communities and enhancing our ability to endorse the industrial and commercial businesses. Besides, we must play a greater role in advancing the Belt and Road Initiative, accelerating the building of a strong trading nation, and advancing the coordinated development of two-way investment, so as to be at the forefront and make more contributions during the cause of trade promotion in the new era.

The trade promotion work for the new era must put new thinking into practice.Every step forward in theoretical innovation requires close following by theoretical arming. New tasks and practices in the new era should be guided by new ideas. Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era represents the latest achievement in adapting Marxism to the Chinese context. It is also Marxism that is suitable for contemporary China’s realities and the situations in the 21st century, to which should be steadily adhered by the party and government as guidance on a long-term basis. To do a better job in trade promotion for a new era, we must be committed to the Thought on Socialism with Chinese Characteristics for a New Era, and with a high sense of mission and responsibility, systematically study and deeply understand the Thought’s historical background, scientific system, spiritual essence, practical requirement as well as its great significance in political, theoretical and practical fronts. Moreover, we must make continuous efforts to better arm ourselves with theory so as to implement the new Thought across entire process and aspects of the trade promotion work.

The trade promotion work in the new era must meet new requirements. The organization of people is an important component of the Party’s cause and regular work for the party’s governance. The 19th CPC National Congress report stresses that we must urge strength political consciousness and the organization of people, to become more advanced, and better represent the people. They should play their role as bridges linking the Party to the people, and organize and motivate the mass to follow the Party. As an important channel that connects the party and government with individuals, enterprises,and organizations in the economic and trade sector, the CCPIT must remain committed to deepening reform and staying on the path of socialist people organization with Chinese characteristics. We must continue to stimulate vitality, strengthen influence and power to unite. This is how we can better mobilize the strength of individuals, enterprises and organizations in the economic and trade sector to serve the overall interests of the party and the country, and ensure that promotion work is always synchronized with the party and the country’s cause.

The CCPIT has pushed hard to reform and innovation so as to lay a solid foundation for trade promotion’s development. With full attention to frailties like defective institutional mechanisms,lagging official teams, and relatively weak primary-level organizations, we focused on priorities, addressed inadequacies, and shored up points of weakness. We have put unprecedented determination and efforts to advance institutional reforms, adjust functions and optimize business, layout.Besides, great efforts have been made to improve traditional business quality and efficiency, and to expand and strengthen new business. We have built two core business systems: trade and investment promotion and commercial legal services.We have worked harder in policy research so that our ability for making suggestions and endorsing business capabilities can be improved. Moreover, we have explored new working models, enhanced capacity to handle foreign economic and trade Frictions,and strengthened civil power in this work.To strengthen the capacity of first-line service companies, we have accelerated the construction of overseas agencies by setting up service centers in the existing 11 free trade pilot zones. Our ability to serve members has been constantly improved by reforming the China International Chamber of Commerce and rebuilding the China National Committee of the International Chamber of Commerce. The establishment of over 300 multi-bilateral industrial and commercial cooperation mechanisms contributed to normalized and institutionalized cooperation with overseas counterparts and relevant international organizations.

We must accelerate reform and innovation, constantly increasing the momentum of trade promotion development. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we must advance our theoretical, practical,institutional and other innovations. We will explore new ideas and methods for trade and investment promotion,commercial legal services, and for participation in global economic governance, and we will constantly strengthen internal forces driving trade promotion. What’s more, we will focus on establishing mutual benefit cooperation network and new cooperation mode,optimize business layout across the board,create more instruments, broaden connect channels, and highlight our features as an international, professional, serviceproviding agency and our function as an open hub and platform. We will also work to play a more important role in advocating and implementing major national development strategies,expanding exchanges and cooperation between Chinese and foreign enterprises,developing open economy, and participating in the global economic governance.

To lay a solid foundation for the cause, the CCPIT will work to enhance our capacity and quality for trade promotion. We must exercise full and rigorous governance over the Party, strengthen personnel training and organizational capacity building,training a contingent of competent and professional officials who are politically strong, excellent in professional skills,brave to bear responsibilities, loyal to the Party and have moral integrity. We will make more efforts to foreign forces arrangement so as to better support trade promotion in oversees expansion. We will also pursue reform of national trade promotion system in a more systematic,holistic, and coordinated way, and advance national trade promotion to develop in a balanced way. That is how we can create a powerful synergy for serving overall situation and enterprises.We will promote strategic cooperation with relevant departments, provinces,districts, and cities, seek more guidance and support, and strengthen coordination among each other. Moreover, we will expand and strengthen the multi-bilateral industrial and commercial cooperation mechanism, and form a mechanism cooperation network covering all major economies in the world, regional big countries, important emerging markets,and China’s neighboring countries.
