On March 5, Chinese Premier Li Keqiang delivered the government work report during the opening meeting of the fifth session of China’s 12th National People’s Congress (NPC).Numerical targets have been set in this annual government work report. He suggested to timely review these mixed-ownership reform pilot projects in recent years, including operating procedures, pricing for stateowned assets, and equity incentives, to frame a standard system and facilitate the spreading out.

Enterprises are encouraged to head up major science and technology programs. Collaborative innovation by research institutes, universities, and enterprises are also supported, according to him.

“Innovation-driven development is inevitable, otherwise China will not smoothly transform from the old to the new impetus, and cannot be truly powerful,” Wang Jianyu, general director for the launch of satellite “Mozi” and dean of the Shanghai branch of the Chinese Academy of Sciences, said, “we must focus on national strategic needs and take the initiative to undertake major national science and technology projects,in order to gather superior resources in advantage areas, and further strengthen the ‘leadership’.”

Helping “alleviate” the corporate burdens

On the subject of innovation,enterprises need encouragement from system and mechanism innovation.

Overseas Chinese students are encouraged to return to China to pursue business and other innovative ventures.The country will also attract more foreign talent, Li said.

“Perfect the incentive mechanism to further enhance the sense of gains from the reform by the grass-roots staff; clear the last obstacle for the implementation of reform fault-tolerance mechanism and innovation-inclusive mechanism policies, in order to encourage entrepreneurs to do their jobs more freely,” said Chen Jinxing.

“Only by ‘streamlining administration, delegating power, improving management and optimizing services’, it can alleviate the burdens of enterprises,”a member attending the two sessions,said, “streamlining administration and delegating powers doesn’t mean to let it go, but requires improvements of management at the same time. Or, in other words, concurrent and post-event supervision and safeguards are more important to keep the market in order and active.”

In fact, in the past five years,high-quality development has become a realistic requirement. Taking supply-side structural reform in almost every aspect as the main line, China is fostering new drivers, and boosting optimization and upgrade of the economic structure. The results can be seen in the government work report - the contribution rate by consumption increased from 54.9% to 58.8%, the proportion of service industry increased from 45.3% to 51.6%, and the average annual growth rate of high-tech manufacturing industry was 11.7%.

The country will empower innovation teams and leaders by seeing that they have more human, financial, and material resources at their disposal and more power to make decisions related to technology roadmaps.
