Thailand economy has gained new vitality.

“Turning Opportunities into Realities,” this is the topic of Thailand Deputy Prime Minister Somkid Jatusripitak’s speech at an international seminar held in Bangkok recently.

The themed seminar “Thailand Taking off to New Heights, was organized and held by Thailand Board of Investment (BOI), and attracted over 3,000 participants.

The seminar featured an information kiosk on the latest SMART visa program, and as well as displays of the latest information on the Eastern Economic Corridor (EEC), the Eastern Economic Corridor of Innovation and Digital Park Thailand. Prominent speakers at this event not only included the heads from major ministries of Thailand, but also representatives from well-known multinational enterprises. High-level panel discussions on economic reform initiatives and latest investment policies implemented by the Thai government sent out such a signal:the Thailand economy has gained new vitality.

Three major strategies to promote economic transformation

Somkid, in his keynote address, highlighted three strategies to transform the Thai economy into an engine of growth in order to reposition Thailand as an investment, logistic and tourism hub within the ASEAN region.The three strategies include development of mega projects to improve physical infrastructure in order to support linkage to regional markets and the Belt and Road Initiative as well as to promote tourism among cities in Thailand;investments in the EEC to upgrade industrial clusters and create seamless transport and logistic systems; implementation of Thailand 4.0 policy with emphasis on digital transformation,and e-government. The Deputy Prime Minister also expressed his optimism for the continued acceleration of Thailand’s economy. He also noted significant improvement in Thailand’s international ranking, particularly World Bank’s Ease of Doing Business which improved 20 positions to 26th ranking in one year.

Kobsak Pootrakool, Minister Attached to the Prime Minister’s Office, highlighted the 20-year national strategy and 11+2 sectoral reform plans developed by the government to boost national competitiveness and support innovation as well as the adoption of technology. He stressed that the reform target was to advanceThailand to become a developed nation. He also indicated that the focus of the reform would be on the development of new a generation of infrastructure, advanced and innovative industries, and a new set of laws and institutions.

Connect with the B&R Initiative

Strong, stabilizing foreign policies such as the Belt and Road Initiative are helping to connect China to the wider world, especially through infrastructure investment, high speed railway and major construction projects around the world.

One of the typical examples would be the railway. On December 19, 2014, Thailand and China signed a Memorandum of Understanding on railway cooperation under the Strategic Framework for Development of Thailand’s Transportation Infrastructure 2015-2022.

Uttama Savanayana, Thai’s Minister of Industry, outlined the government’s plan to undertake proactive industry policy based upon development of 10 targeted industries. He stressed the need to develop human capital to serve the need of industries 4.0, and urged a renewed focus on partnership to develop and use technology, while at the same time promoting technology access and intensified technology usage.

In 2016, overall Thai foreign investment totaled THB 113.5 billion, with private companies contributing 73% of this amount. For 2017, the International Institute for Management Development (IMD) reported that Thailand ranked 27 out of 63 countries in the IMD World Competitiveness table.

The 845-km railway will allow trains to operate at top speeds of 180-250 km per hour,according to the China Railway Corporation(CRC) .

The whole project will be divided into four sections: Bangkok-Kaeng Khoi, Kaeng Khoi-Map Ta Phut, Kaeng Khoi-Nakhon Ratchasima and Nakhon Ratchasima-Nong Khai.

These railways, built using advanced technologies, are safe, reliable, flexible in application and cost-effective, said a CRC executive, hailing the launch of the project as a yes vote of the international community for the technological competitiveness and comprehensive advantages of Chinese-built railways.

Within the overall ranking of 27th, Thailand was ranked 10th for economic performance, 20th for government efficiency, 25th for business efficiency and 49th for science infrastructure.

The China-Thailand railway project is jointly invested, built and operated by the two sides, representing a major experiment and creative move to let Chinese-built railways “go global,” the executive said.

Thus, in 2015, Chinese and Thai companies started to build the first standard-gauge railway in Thailand, applying Chinese technol-ogy, standards and equipment.

“Although Chinese companies currently only account for 10% of Thai’s foreign direct investment via BOI, Thailand should be one of the most important investment destinations for China,” said Duangjai Asawachintachit, Secretary General of the Thailand Board of Investment.

According to the Duncan Yu, Executive Vice President of China BGI Group, as an emerging company, especially as a technologyintensive company, the Thai government provides BGI a lot of support. “[That is why] I do recommend Chinese young and high-tech enterprises to start their investment here,” he said.

Pailin Chuchottaworn, Deputy Minister of Transportation, presented Thailand’s 20-year transport system development strategies poised to become a paradigm shift in the country’s transportation system. The new strategies would focus on building one seamless transport system covering all modes of transportation including rail, road, sea, and air. He also highlighted that,in 2018, 44 transport projects would be expedited with investment value amounting to USD 57.7 billion.

Aim to attract foreign talent

Thailand has been making a series of efforts in driving the economy through innovation.

The Thai Government has taken steps to attract talent and technology with a view to further develop its targeted industries, or the so called S-Curve industries.

The SMART visa program has been designed to enhance Thailand’s attractiveness in drawing in science and technology experts,senior executives, investors and startups. The program was launched on February 1, 2018.

What is Thai’s SMART visa? The SMART visa is a new type of visa designed to attract highly skilled manpower and investors to help accelerate the development of the country’s targeted industries. SMART visas are offered to foreign experts, executives, entrepreneurs and investors who wish to enter the Kingdom of Thailand to work or to invest in the “10 SCurve industries” or the country’s targeted industries.

The targeted industries include next-generation automotive, smart electronics, affluent,medical and wellness tourism, agriculture and biotechnology, food for the future, automation and robotics, aviation and logistics, bio-fuels and biochemicals, as well as the digital and medical hub.
