At the First Session of the 13th National Committee of the Chinese People’s Political Consultative Conference held in Beijing in March, Zhang huarong, founder and Chairman of Huajian Group,sat down with ChinAfrica reporter li Xiaoyu to share his thoughts on the African market.

ChinAfrica: Why did you decide to set up a branch in ethiopia?Zhang huarong: With the rapid development of the Chinese economy, offshoring has become a reasonable choice for many labor-intensive industries. For sectors that are reaching maturity in the Chinese market, such as steelmaking, clothes and toy manufacturing, Chinese enterprises in these sectors can consider investing in overseas markets,including African countries,where they can bene fit from local investment incentives and the vast market. At the same time, they could help increase tax revenues for local governments and create jobs for the local people. From this perspective, I believe that China’s economic supply-side structural reform and high-quality development are consistent with the growth of most African countries. As the Huajian Group is in the process of globalization, we hope that both the company and the country can achieve common development in the bene fits of industrialization and intelligent manufacturing.

What do you think of the way the huajian group was featured in the documentary Amazing China?

Our branch in Ethiopia was opened in late 2011. We tried to showcase our own corporate culture and share the experiences that China has accumulated in the manufacturing industry over the past decades.So far, we have created some 8,000 local jobs, a development which has been welcomed by the Ethiopian Government and people.During the company’s early days,local productivity was far behind that of China, because the sector in Ethiopia was still in its infancy.Later, we spent more time in training our employees to improve their productivity, achieving gamechanging results. After watching the documentary, our employees were very proud of our accomplishments.In the near future, we will continue to make efforts to expand our group.

What are your future investment plans in the african market?

By investing in various sectors in several African countries, we plan to create 100,000 local jobs in Africa by 2030. In doing so, we aim to create as many employment bene fits for the local population in line with their laws and regulations.We will apply the three principles of extensive consultation, joint contribution and shared bene fits as proposed by Chinese President xi Jinping as part of the Belt and Road Initiative. Together with our African partners, we will work out a model for a harmonious development to create a platform for industrial cooperation, and equally share the fruits. ca

2.2.2 政府间接给予补助。政府从当地实际经济情况出发，制定“定期收购粮食”的政策，因各镇各村情况不多而有所差异，一旦遇到天灾，庄稼作物收成普遍不高，政府通过提高征收粮食价格来给予务农空巢老人资金帮助；政府要与相关粮食生产部门沟通，与粮食生产企业合作，形成村民与政府、政府与企业、企业与村民三者的相互合作、互帮互助的新局面。
